Is there any way to attach more than one file to a message on the site announcement page?
When I create a topic, I can only attach one file.

Go to the Forum administration > Edit settings, scroll down to "Attachments and word count" and change the number for "Maximum number of attachments"
If you CAN'T change it there, it's been restricted globally - so go to Site administration > Plugins > Activity modules > Forum and change the number for "Maximum number of attachments".

That is 9 by default.
My problem is not with forums.
I want to post an announcement on the main web page and that is restricted by 1 attachment.

The announcements area on the site home page is also a forum activity so you can do as Jon suggests and change the maximum number of attachments.

Excuse me, I really can not find such a setting.
All I do is to click on "add a new topic" in the announcement section
and then attach a file. As you can see below maximum of one file is allowed.
When I search for "attachment" in the site administrator, I only see the forum setting which allows 9 attachments.

Yes, it's not so easy to find the setting!
Please try the following:
- Click 'Add a new topic'
- Click 'Advanced'
- Click the Actions menu (gear icon) top right then click 'Settings'.
You should then find the maximum number of attachments setting (finally!)
