What version of Moodle do you have and what version are you trying to upgrade to?

It looks like you may be running a VERY old version of Moodle.

So it is telling you what you need to do. Download the code for the latest version of 1.9 and run the upgrade again. Then you will need to march to the next step of whatever version you are wanting to get to. If you are trying to get a version like 3.7 or 3.8 then you will need to do several interim versions. It takes a while but it is quite possible to upgrade a 1.9 site all the way to 3.8 if you really need to retain all your data.

...possible but tricky and there are lots of "gotchas" around dependencies of PHP and database versions. You need to read all the release notes very carefully and formulate a plan.

Consider that it may be easier - and you may end up with a better site - to simply abandon the existing site and create a new one.
