I was processing a data request using Moodle's privacy plugins on behalf of a user.
The download file it returned contained entries to courses the user is and never was enrolled on. It shows many courses, but not all courses that we have on Moodle. When I look at individual entries for each course, the ones the user isn't enrolled on just shows the data.json file which describes the course, but nothing else.
I'm at a bit of a loss to understand why it's picked out those courses, but not others. Has anyone seen this before, or know why this is happening?
I've checked for system and category role assignments, but that's not a factor.
The export file DOES contain data for the courses the user is enrolled on.
