I don't understand your point here. For example a quiz and a page are different. To manage one, you need to do different things, and therefore the menu needs to offer different choices. (However, some things you need to do, like Edit settings, are the same, and are the same in each menu.)

I mean, you don't have the same controls on your bicycle and your car, and it would not be more usable if you did.
