Enabling call back url from intranet moodle installation

I am trying to use plagiarism plugins where they require callback url to function as webhook to notify when the service is available.

My Moodle is 3.5 and is installed on a local server with internet connectivity. Is there anyway to open my moodle for external world?

This isn't a Moodle question it's a networking question. You need to speak to whoever runs your network.
