I have Moodle 3.7.2+ (Build: 20190927) installed and I'm using Adaptable 2.2.2 as theme.
As loggin we use CAS for Users and a direct login for Admins.
since the last upgrade from 3.5 the link for Admins is missing and User logins fails after login on the SSO page its redirected to /moodle/login/index.php showinng following picture, users have to enter their password again then they are loged in.
