Blocks I add to the quiz attempt page do not show for students:
As admin I add an HTML block with some simple content to the quiz attempt page

Set "Where this block appears?" to "Attempt quiz page" or "Any quiz module page"
The block is visible as admin
But when logged in as a student, it is not visible.
Tested in 3.5.x and 3.8
Tested on 3.8 with Boost and Clean
I've also tried setting the Default weight and the Weight on this page to 10.
Is this a bug, a feature, or am I doing something wrong?
