Failure Connecting to Moodle LTI Provider

I am not able to connect to Moodle as an LTI Provider through an external LTI consumer. I keep receiving the error message Failed request. Reason: Sorry, there was an error connecting you to the application. 

I am able to connect to my Moodle course through http://ltiapps.net/test/tc.php.

I followed all the steps from https://docs.moodle.org/38/en/Publish_as_LTI_tool

  1. Go to Site administration > Plugins > Authentication > Manage authentication and enable LTI
  2. Go to Site administration > Plugins > Enrolments > Manage enrol plugins and enable 'Publish as LTI tool'
  3. Allow frame embedding' is enabled (in "Site Administration > Security > HTTP security")
  4. Course Administration > Published as LTI tools
I attached a file showing the differences in POST messages from the emulator and my external consumer.

Adding screenshots showing the POST request from the LTI emulator to Moodle and GIFT (LTI consumer) to Moodle.

The emulator succeeded with a 303 status.

GIFT was returned a 'unable to connect' with a 200 status.
