I have the same question - we don't use flexible sections, but this course format seems to be the only one that allows another hierarchy level in Moodle.
I've been looking on the forums and it seems that the only other possibility is to create one different course for one lets's say 'unit' (which would be a section if one uses flexible sections format). I think that this last possibility is no longer a good solution, as users access to Moodle more and more by their dashboard or Mobile app (where the structure of an ordered list of courses is not reflected).
So do you know if there are any other possibilities ? Or if there are some modules or plans for later Moodle versions ?
