Workshop - Switching to the next phase & scheduled allocation don't work

Hi everyone,

We've switched to Moodle 3.7.2+ (Build: 20190913) this semester and have also enabled the activity "Workshop" for the first time.
The activity is very popular, but we are experiencing problems with the function "Switch to the next phase after the submissions deadline" (Workshop settings / Availability) in combination with the Scheduled allocation ("Automatically allocate submissions at the end of the submission phase").

The system automatically changes the phase (Submission phase to Assessment phase) but the allocations are not made (message "Unable to automatically allocate submissions. Workshop not in the submission phase" is shown under Scheduled allocation settings / Current status) (see pictures attached).

Without automatically changing the phase, the scheduled allocation works fine and without any problems.
I have already tested different settings and unfortunately could not find anything about this "error" in this forum or on the Internet ... which suggests that we are doing something wrong.
Does anyone have experience how to fix this? Is the error known?
Or are we doing something wrong?

Did you read the entire Workshop documentation on Moodle Docs website?

On the top right corner you can find a menu with links to other relevant pages ("Workshop settings", "Using workshop" and etc.).

Same issue also in our 3.8.5 Moodle. Totally random issue. One moment works, other moment don't

Cronjob list "Completed" in logs. This is real mystery and quite a problem to us.
I tested with two Workshop activities, little bit different settings
1st test, both allocations failed.
2nd test, both allocations succeed.
3rd test, other allocation failed and other succeed.

I am also seeing this problem. Is this being worked on by anybody and is there a tracker for it?

Does anybody have a workaround for the problem?

Are there some steps to reliably reproduce the problem?

For me, it seems to happen whenever I set up a workshop activity, set it to automatically switch from submission to assessment phase, and activate scheduled allocation. Then, when the time for the switch to assessment phase comes up, the workshop switches to the assessment phase, but does not automatically allocate students to do peer review.

Unfortunately, we have exactly the same problem at the University of Helsinki. We are using Moodle (3.9). Would it be possible to correct the error?

I am also facing issues with the scheduled allocation of submissions. Sometimes it works and sometimes it doesn't. To make sure that settings are the same, I have tried it with duplicated workshops and the issue remains. I have to manually check each time to ensure the allocation has happened or not!

I have the same problem. Sometimes it works, sometimes it doesn't. It seems to me like sometimes it tries to execute the allocation before switching to the next phase and then it works, but sometimes the switch to the next phase happens before the allocation and then it fails.
