Why "Upload Courses" doesn't import blocks from the template all of the sudden?

Hi,
Moodle version: 3.7

When I want to prepare new courses in the system for a new semester, I'm using the "Upload Courses" feature (presented in the "Site Administration" area) in order to load a template course into the new courses. I did it a couple of times in the past, including one time in the current system, and everything was fine.

However, when I tried today only the course activities and resources were "imported" from the template course, and the blocks are missing. 

Did you encounter such an issue and know how to resolve it?

It seems that the issue was that some time ago I changed the defaults of course restore, so blocks won't be restored.

The "Upload Courses" mechanism, when restoring a course, just takes the defaults of the the course restore settings, and doesn't let you modify them for this instance only. This is a little bit problematic and should be changed, IMO.
