Custom Certificate not showing elements - Moodle 3.7

Hi all, curious issue.  When I edit the certificate to reposition the elements I can see this.....

Which is good.

HOWEVER when I save and preview it, I get this:


Can anyone shine a light on what I'm doing wrong please?

The certificate is a template and created using the template on the course.
