moodle transfer from 2.7 to 3.3.9+ backup not working

I hope someone can give me some advice. I moved all the moodle data from an 2.7 to 3.3.9+ and I am finding that the backup gives a 500 error. ALso I see something related to utf-8 support. Could this be the source of my problems? How do I convert all my data so that moodle operates correctly in 3.3.9+?

According to https://docs.moodle.org/33/en/Upgrading straight 2.7 to 3.3 upgrade is OK. Did you check the other requirements?

Error 500 is generic and generated from the web server. The basic start is to create a test.html file in the moodle (code) directory and visit it from a browser, yoursite/test.html.

What is the error (warning) message related to utf-8?
