I am trying to deploy a new instance of Moodle with third party modules using Ansible, and it's going pretty well. However, I can't seem to avoid having to click "Save Changes" on my first visit to /admin no matter how many times I run upgrade.php. I always have some front page settings and logo files that I have to confirm. The settings are all just what I want, but I still have to click "Save Changes" anyway. What tells /admin that a setting is new, and how can I change that?
