Not really, currently. Competencies can be awarded on completion of an activity. However, Scheduler doesn't really define any custom completion events, beyond what works for any graded activity.
You could, I think, achieve something similar as follows: set up a scheduler that has a grade scale (possibly just "competent/not competent"); configure the activity to be completed when the student receives a grade; and attach a competency to this completion event.
