Prohibit Course Editing After a Term Ends

Hello.

As our college admin, I would like to be able to stop instructores from edit course that have already been completed. This is for Title IV record keeping. 

Our courses are in term categories, example, Fall 2018, is there an easy way to stop the instructors from doing any type of editing? Maybe by changing the Category Permissions?

Dang Jon, sorry I violated a forum rule opposing which version, we are Moodle 3.5.1 (Build: 20180709).

Upon reading your link that sounds like exactly what we are looking for. But it doesn't look like it works in 3.5. I'll talk with our provider and see if an upgrade is appropriate.
