Assign teacher role to one module instead of whole course

Hello!

A course consists of multiple modules with multiple teachers. I would like to assign the teacher role to a user for one particular module instead of the whole course. I can only change roles on course level. I can't seem to find out if and how it is possible to assign teacher roles on module level. It has to be the role of an editing teacher. 

Clarification:
- Multiple teachers on module level.
- A teacher of module X cannot edit module Y. Only his own module.

Can anyone please help me out?

By modules, do you mean topics/sections?

Permissions can be assigned at course or activity level, but not topic/section level.
