Add a HTML block to the Site Home [yourmoodlesite]/?redirect=0
Set it to display across the site.

Do you have an example of what you want to achieve? The Glossary activity allows auto-linking across the site and the continent displays as a modal. Would that work?
Or you can use Bootstrap, you could do something like this in an HTML block as described above.
