Hello - I'm having the same issue. For years my students just clicked "Enroll in course (name)" and then paid via PayPal and they were automatically enrolled in the course. Now all of a sudden, I show they've made a payment, but they don't get enrolled into the course. I've been going in and manually enrolling them. Not sure what I'm supposed to tell my webhost, as their answer was "Go ask Moodel!" I hate to bother you, but did you get this issue resolved, and if so, would you be so kind as to post the resolution here, so I may fix my problem as well? Thanks so much in advance!

I'm having the same issue. This is troubling because I'm not receiving an error notification or anything.

EXACTLY! I just get a new student who emails me, angry and frustrated, and accusing me of ripping them off. I then have to explain there's a glitch in the system, tell them I'll enroll them manually, and that "we're working on this issue."

They usually calm down at that point, but their trust in me and the course is diminished greatly at this point. I would REALLY like to get this resolved! Let me know if you find anything out, Daniel, and I'll do the same for you!

Did anyone actually solved this issue?
I am using Paypal sandbox a/c .

I am not able to get either of the setting mentioned:
Language encoding - UTF-8
Paypal Review disabled
Give IPN url

Apparently, even though this is an ongoing issue, Moodle doesn't know how to fix it, as there have been no resolutions posted.

Until it's resolved...my website is utterly and completely useless, as I'm sure it is for everyone else as well.  

I'm thinking of moving my course to a different LMS and have started searching for a viable option.  You might want to do the same.

I found info online where a person having this issue said they fixed it. Here's what they did:

Works flawlessly IF...
* Moodle webhost is configured for HTTPS (originally mine was not).
* IPN is set up per instructions.

So I've researched how to update site links from http to https. I do NOT know if this is the issue, but it's worth trying. I've backed up my site first, then used the conversion tool, and it's supposedly fixing the http/https issue now. I read somewhere this COULD be the issue.

HTTPS conversion tool
If you are planning on converting your site to HTTPS, you can use the HTTPS conversion tool to convert your embedded content to HTTPS.

Go here on your site: https://YourDomainName.com/admin/tool/httpsreplace/index.php

You will see this:

Upgrade externally-hosted content URLs to HTTPS
When a site is moved from HTTP to HTTPS, all embeded HTTP content will stop working. This tool allows you to automatically convert HTTP content to HTTPS. Before performing the conversion, content will be scanned to find any URLs which may not work after conversion. You may want to check each one has HTTPS available, or find alternative resources.

HTTPS conversion tool ---> This is a link to click, which will then convert your http links to https links.

You should also then do as described here, although I cannot find this https login box to tick on my system, but maybe you can:  https://www.tmdhosting.com/tutorials/moodle/enable-ssl.html
