Sorry, my mistake. I got impatient - a similar thing was going on in parallel.

Thanks to your post I found the problem, or more accurately that it was the
wrong problem: I was testing in Degrade v2.11.5 (2018070108), although
https://moodle.org/plugins/pluginversions.php?plugin=theme_degrade says this
version is 3.5 compatible. The screen-shots in the OP are the evidence.
Aardvark 3.3.1 (2017092700) does not have this problem (with Moodle 3.5),
although it lists Moodle 3.3 only. Confusing. But now I know how to handle if
it happens again. Many thanks.
