Hello, 

I've this strange error that block me to upload files to my server.

Capability "repository/upload:view" was not found! This has to be fixed in code.

Moodle is running on ISS, with PHP7.0 and the version is (Build: 20180810).

Is your problem solved?  We have the same problem and have not solved it.  Our workaround is to use TinyMCE until we find a solution.

If your platform is ISS, then is it possible the Firewall is blocking drag'n'drop uploads? Or have you enabled Defender? That too can be difficult to work with at times.
