I just installed Moodle 3.5.1+ (Build: 20180727) on my server to do some tests before using it on production.
So I stumbled upon this problem. I was trying to use one preset for boost theme, I tried lumen from bootswatch through the import-bootswatch.php script. The file was generated with no problems. But when I uploaded and set the preset file nothing happened.

The issue with the preset file you added here is the line
@import url($web-font-path);
Unfortunately the Moodle Sass compiler or prefixer breaks on the syntax.
I have added a version of the Lumen boots watch as an attachment that should work

it worked, but somehow the navbar on the top did not change its color it just added a black border.
Am I missing something to change the color of the navbar to blue?
