Not consistent? When editing you can change the text and when not you can't - two different modes of operation. If I were to remove this then it would take a few more clicks in editing mode to change the title of the section, which I consider is far worse from a user interaction perspective than knowing that you just have to move the mouse a little to toggle the section. Therefore something I'm not going to change. You can always change the code if you want locally.
