I am currently wanting to create a new role for a user to create new users.
The steps I have done were:
1 - Create a new role, which can be assigned at the system level.
2 - Then add the following features (and only these) to the new role:
moodle / site: uploadusers
moodle / user: create
enroll / manual: sign up
3 - Assign globally, this role.
In what way should you have created the role that allows you to create students? I'm missing something? Because I do not see the option on the right (in the administrator block) for the test user I have.
