AFAIK, and I just checked, there doesn't seem any way to do this via Capabilities and Permissions, so it would seem unlikely. There does not appear to be a capability that grants permission to delete so I'm not sure how it is done, likely via core code. So I doubt there is a way to stop them without a hack of some description.
