Even so, the priorities of the setup should be useful to help guide an organizations discussions. I've seen some terrible implementations where you can tell they didn't really do much beyond seeing Moodle successfully installed and turned it over to teachers and students. Of course, no one will enjoy using that. There was no thought into how the tool should be used and the pathways to accomplish that use.
