How to change title of "Course categories" block in moodle?

I cannot change the name of "Course categories" block in moodle. I changed texts of 2 strings in moodle/lang/en/moodle.php file namely 'coursecategories' & 'courses'. However, when I navigate to my moodle site, I don't see the changes getting reflected. Is there anything that needs to be done besides editing the "moodle.php" file.

Moodle version=3.3

You don't modify the Moodle php files when you want to change a language string. Instead you edit the language pack under Site administration / Language / Language customization. Have you tried that?
