Allowing a non-editing teacher to create users

Hi  - I have a non-editing teacher who would like to be able to create users.

I have updated the permissions assigned to this role to allow them to create/delete users plus I have added other permissions should as 'View Site Administration Tree' but I can't see the new permissions when I log in as the non-editing teacher.  I think I must be missing 'allowing' something further up the hierarchy.

Any suggestions would be greatly received as it's been a frustrating morning.

I am using Moodle 3.4.1

Instead of tweaking the non-editing teacher role, I suggest you give them a new (separate) account with the site wide Manager role
