Downloaded 3.4.1, have local host, how do I open Moodle?

Hi,

I feel silly asking....

I have a local instance of Moodle 3.4.1+ installed on my work laptop so that I can test classroom functionality. 

However, how do I open Moodle.  I have clicked on local host and Start Moodle.exe, but nothing is happening.  I get a DOS command shell that says press any key to continue.  I do and nothing happens.

open browser, type localhost and it should start your moodle installation.

I am getting "This page can't be displayed".  I even tried adding /moodle and /moodle.exe

I think that I am going to have to contact IT.
