I have a dozen courses with about two dozen assignments in each. Last year we accepted uploads, but to make things easier for our teachers we only want to except online text.

Is there a way for me to bulk disable uploads on assignments in a course?

AFAIK, no. Courses are written by teachers and they write them individually, judging their own workloads etc. In a bulk setting though, it is easy to get monstered by your workload, so I understand unless you are directly hacking the database, not a good idea, this must be done manually.
