Adding too many topics could lead to a course crash - bug?

We had a course which crashed and it couldn't be loaded. 

We increased the "memory_limit" (php) value and then the course was fine but we found out that the course had about 50000 topics!

It turned out that the teacher added (by mistake) about 50000 topics in the "add topics" where you can add how many topics as you like, because you only put a number and not picking from a drop-down list (which it should be like that I think).

 I think it's a bug  and a bad potential of a site crash.

Is there any  bug tracker about that?

In addition, I think that it should be (like in the past)  a way to choose number of topics to show in a course and not to add to it.

Humm, seems like an UI issue and it is possible to enter large numbers, have you looked for an existing issue?
