The problem that you describe Espen, appears only when the user tour is set to courses containing only one digit numbers. User tour set to course number with to digits are not affected by this "bug". 

For example:

/course/view.php?id=5 will activate the same user tour for courses

view.php?id=50 up to id=59

but

/course/view.php?id=55 will not activate the tour for other than this specific course for example not for id=51 up to id=59

So the conclusion from my testing so far is that the problem only occurs on courses with one digit numbers.
