Similar to the message in this discussion, is it possible in 3.1 (our current version) or other versions to block the ability of for students to "block contact" so they cannot avoid teacher Moodle messages? -Ben, BlueSky Online School
There is no separate capability to control blocking users so I suppose the answer is no.
