This is because you are in the Front page settings where traditionally you can't upload a picture (but you can link to one elsewhere online.) It shouldn't stop you from being able to upload images and media elsewhere on the site. If you need a picture on the front page make sure you have "Include a topic section" ticked and upload a picture in the topic section.
