Random Notification Problems

Following our recent upgrade to Moodle 3.3.2 we are having random notification problems.  We have received reports from learners and assessors that sometimes they are not receiving email notifications that work is either waiting to be marked or has been marked.

We have been unable to discover any pattern to when notifications are not being sent which makes it very difficult to track and resolve the problem, has anyone else experienced this issue?

We upgraded to 3.2.2 then I changed to the boost theme. I believe what is happening in mine is that any courses that were on the server BEFORE I changed to the boost theme (or upgraded) I get notifications for on the bell. Any courses I restored after that I DO NOT get notifications. It is a great tool for someone like myself who has many different courses to teach. If it works properly it would eliminate me having to get email alerts.
