I'm getting the same error.  It seems odd to fix it on the main Moodle site and not tell everyone what the solution is.

AFAIK, usually means that your session has timed out. I log in again and it works so I suspect that the cookie may now have a time limit, maybe so disconnects from the server so the web service is no longer accessible, i.e. available. ...
