3.4: Can I view / create / edit private files?

Moodle 3.4

I understand how to upload/download private files. But can I do anything more than that?

Can I view my private files in Moodle?

For example, I would like to keep my own notes in my private files. But that is not of much use if I cannot view the notes.

Also, can I create, or edit, private files in Moodle?

Maybe I need to create a book?

Unless I'm missing something, private files can only be used a repository. I will just leave it at that.
