core_course_create_courses does not accept French accents characters

I am calling the core_course_create_courses web service from oracle PL/SQL procedure. The web service creates the courses successfully for the courses that have English names but not working with the courses that have French names like 'Cours Analyse Financière'.

I tried to call the web service directly by typing its URL in the internet browser and it gave me the exception of 'Invalid parameter value detected'

Hi Ahmed, I'd recommend that if you can re-create the issue on the latest version of Moodle, that you should check tracker for any related bug reports and if not there, that you should create a bug report yourself.
