I seem to have been able to answer my own question. If users are transferred from another site/Moodle instance, their rights are also transferred: meaning, that if a Teacher has fewer rights in the source Moodle, they will not be upgraded nor raised in the new version.
You would have to go through and manually upgrade them? Big task if you have several thousand Teachers.
