I'm thinking this is pretty darn important! Stefan, maybe you should submit a tracker item.
sorry, I forgot to update this thread when the problem was solved
apparently, SafeExam browser usually automatically uses the safe version of the theme, where messaging is already disabled.
At our site, we had the old experimental SafeExamBrowser quiz access rule active along with the new and updated one (that allows for browser keys)
Apparently this caused the problem. Ever since switching off the old setting, messaging is disabled during SEB quizzes. However, curiously, I was unable to even reproduce the problem after turning the old setting back on. Maybe it was a weird glitch, it is not a common problem either way.
