Aspire resource list plugin up for adoption

Hi David,

I would like to submit the Aspire resource list plugin for adoption, as my institution is currently in the process of migrating away from the Talis Aspire reading lists product that it provides an integration for, which could make testing future updates somewhat tricky.

I've verified that the latest release works fine in Moodle 3.3 and updated its Plugins directory entry accordingly, but that will probably be my last update.
