The reason this is a problem for us is every semester we have to delete thousands of courses and the way we do it is by moving 25-40 courses in one category and then deleting the category. It is already quite a monotonous task but checking every single box adds whole another layer of frustration.

If I had to do the same I'd look into doing it outside the UI such as https://docs.moodle.org/33/en/Upload_courses#Course_action_fields for speed and to avoid moving courses into a category and then deleting the category.
Could you be little thorough on that, how can we use the outside elements to interact with the checkboxes?
The reason we move courses to categories is to reduce the load on the network so it doesn't affect our users.
trying doing it on the backend via the database tables?
