Might need some clarification before attempting to answer ...

'if I publish my moodle' suggest you've found the tool to publish a course to a Moodle HUB.

Is that what you mean?

That tool will create a no user backup of the course and upload it to the HUB where registered.  That's for the purpose of sharing a course with others.   There is an option to allow those that find the course in the HUB to take the coruse, but that would mean your Moodle server has to be accessible to the internet.  *IF* you have installed a 'localhost' version of Moodle or installed it as 'localhost', no one can reach your Moodle but you.  'localhost' means the loopbackup IP address of the machine where Moodle is installed.  The HUB administrator should probably have not approved your localhost site application to be listed in the HUB.   No one can get to localhost but you.

So another question:   how do you access your Moodle?  http://localhost or http://FQDN where FQDN is fully quallfied domain name ... that's internet DNS ... not windows domain (not the same).

Example of a FQDN Moodle: http://sos.tcea.org/
