sorry, I misread your question and also missed wwwroot. I presume you setup /engineers as a virtual directory that points to C:\inetpub\wwwroot\moodle?
Set the physical directory in basic settings C:\inetpub\wwwroot\moodle and restart the site. It should then be accessible via the base domain name
