Make courses visible only after admin approval

Make courses visible only after admin approval

I am using Moodle 3.1+. I have created a course creator user. Now I want to make the courses created by the course creator to be hidden by default. Only after admin approves, it should be visible to students. Is it possible in Moodle?  Please help

This is actually a very interesting question. It seems that is custom work.
