You can certainly do all this in Moodle. They can register for free, view the videos and participate in forums. There are various ways you could get them to rate videos -you could for example put the videos in a Choice activity. They watch the video and then make a selection of their rating (according to a rating scale previously set up by you.)

Thanks Mary,
but our videos are in fact scorm packages (interactive content-tutorials). So I would probably need a separate activity on "star-rating" or upvoting.

Indeed. In that case, then I suggest having a Choice activity which is triggered by completion of the SCORM activity. See Restrict access.
