In answer to the problem above. An upgrade was done to the OS of the tablet that was failing. This seems to be the fix for now. It looks like it consistently failed during the unzip. The update to the OS appears to contain the fix.

Are you getting this problem in your Mobile app or in the mobile desktop emulator? If it's on an Android device, check the OS version. Our fix was to upgrade to the latest available version of Android.

The client was only using Android devices, and the fix was to upgrade to the latest OS version. I am sure the same would hold true for iOS. Also make sure that the content has been published to include HTML5.
