Notifications at User Level as Opposed to Course Level

Does anyone know whether it is possible to assign a Teacher to a student rather than to a course, so that multiple Teachers can support, and more importantly be notified when a student submits work.

For example, currently notifications are sent to a teacher who is assigned in this role to the course. However, we have multiple Teachers who support different students in the same course, so we want each Teacher to be assigned to individual students, and be notified when that Student submits any work. Currently, if we assign multiple teachers to the same course, they both get notified of each others student assignment submissions. 

Currently Moodle is very course focused and not so much student focused, which is proving a bit of a problem for us because we provide personal trainer courses in a blended manner to students individually, rather than to a class in an academic institute.  We therefore need a solution where we can get notiifications sent to an indiviual students teacher.

In the competency framework / learning plan section, there are some custom roles for teachers that are immediately linked to cohorts or individual students, without the context of a course present. Maybe the role Learning Plan Supervisor is something worth exploring.
