I went through that but in supported services the Outcome Management Service 2.0 is not included. I found this forum post that's why I thought you might have more information about this feature.

Note that while LTI2 is supported by moodle, Outcomes 2 is it's own thing and is not part of LTI2
Also note that outcomes 2 is still only a public draft, having not been finalised yet. https://www.imsglobal.org/specs/ltiomv2p0/specification-about
However despite it being still in draft, work on it has been started. You can watch and vote for the issue here: https://tracker.moodle.org/browse/MDL-55644 If you are technically inclined or have someone at your disposal who is they can continue the work.
As far as I know it's not a priority for current development (although definitely a very useful feature).
