You are absolutely right. My mistake. This is a Ubuntu issue. Wasn't thinking.

If you are asking here because you are installing Moodle with 'apt-get install moodle' or similar, don't. That's a bad plan. Only download Moodle from moodle.org and use the documentation here: Installing_Moodle
